I'm well versed with machine embroidery designs but I don't understand what the tack mark is for, and is there some sort of instruction on building this border evenly or we just supposed to guess how the segments fit together?

Good day! Thanks for your request. Borders are joined either from the top to the bottom if it is a vertical arrangement of the design or from the right to the left if it is a horizontal arrangement. This is a rule that is determined by the structure of the embroidery machine. You can see how the border fits together on the color map that goes to the design.
